Proof

Let $A\subset \mathbb{R}$. Then $A\cap E\subset E$ means $m^{\ast }(A\cap E)\le m^{\ast }(E)=0⟹m^{\ast }(A\cap E)=0$ But then we see $m^{\ast }(A\cap E)+m^{\ast }(A\cap E^c)=m^{\ast }(A\cap E^c)\le m^{\ast }(A)$ because $A\cap E^c\subset A$.
